Portrait of Henry Hobhouse, keeper of public records during 1820s and 1830s. He and Robert Peel exchanged letters about the reform of the criminal law etc. This was relevant to the events recounted in the book “Men of Bad Character” about Witham in the 1820s and 1830s.
